People would be happy if each mob dropped 100k. That doesn't make it a good idea.
Anyways, on topic: Guild management does need an update, but I don't think the one proposed here is really any good. The one in link wilderness posted is better, but still not all it could be. All in all, I highly doubt anything will be done in GW at this point, so it might be just a suggestion for GW2.

Some really good points made by some of you, here's my 2 cents:
Organize the roster lineup not linearly from top-down one-way, but rather in this form(with example) -please click the image:

Let me explain how it works:
Guild Leader: Same power as exisiting GW setup: kick, promote, etc
PvE/PvP Advisors: Second most respected group in guild, with only 1 spot available for each. Think of them as the proven ones whose advice you can trust - natural leaders in their tracks. The best people to pick to expand to a new guild.
Dedicates (aka Members): Same as current GW setup except that members can select one side: PvE side, undecided, or PvP side. This offers several advantages:
1. Allows guild to monitor what side (PvE or PvP) a player is on, allowing more intelligent recruiting.
2. Informs everyone else in the guild what side a member is currently playing.
Lastly, make these changes for everyone in guild:
1. Place a short text for the profession of a character beside their name (on right hand side) so that everyone knows what character class a member is playing.
2. Allow a drop down menu for each member name with new options:
(a) View My Motto
(b) Visit My Hall of Monuments (if player did not restrict it)
(c) Whisper Me

Err, and how is a mob dropping 100k at all like having added end-game items? Or fixing the guild ranks, for that matter?
This is how your argument just played out to me, maybe you'll catch how silly it sounds:
People would be happy if guild ranks were fixed in GW1.
People would be happy if they could have a free copy of GW2. That doesn't make it a good idea.
